Every two years, the STC and PennDOT update the Twelve Year Program (TYP). The STC's open comment period was held March 6 - April 19, 2017. During this period, the STC launched an online survey to gather priorities for transportation investments and pinpoint specific transportation needs. An online public meeting was conducted to inform the public about the Transportation Performance Report and to answer questions.

The STC documented over 5,000 survey visits, and nearly 3,600 mapped transportation concerns. Over 500 transportation concerns were determined by survey respondents to be “already addressed” by transportation projects that are on the 2017 TYP.
The 2019 TYP update is a two-year long process that includes inviting input, sharing feedback, and prioritizing projects.It began in February with the TPR followed by a public survey and online meeting in March and April. The STC compiles the feedback received and shares it with Planning Partners. The feedback helps to shape the regional transportation plans which are compiled in 2018 to form the statewide 2019 TYP.
