Who creates it?

PennDOT creates the TYP and submits it to the State Transportation Commission (STC) for adoption.

When is it updated?

The TYP is updated every two years after regional Transportation Improvement Programs (TIPs) are submitted and approved by Metropolitan and Rural Planning Organizations (MPOs and RPOs). PennDOT combines the 24 individual regional TIPs with two statewide TIPs to create the Statewide Transportation Improvement Program (STIP). The STIP is also the first four years of the TYP.

The 2023 Public Comment Period for the update of the 12-Year Program began on March 1, 2023, and concluded on April 30, 2023.

How does it impact the planning process?

The TYP aligns with the policies, visions, and goals in the LRTP. It includes 12 years of programming – or lists of projects and associated funding. Learn more about the TYP process here.
